The provincial and federal governments are already willing to pay 83 per cent of the $3.4 million project.
But enough people signed a counterpetition to prevent the Regional District of Central Kootenay from borrowing the rest.

Some of the discontent may have been due to the inclusion of universal meters in the project.
An advance ballot will be held June 7 and a public meeting is scheduled for May 15.
If the referendum fails, the grants will disappear and user fees will increase to complete a scaled-down project.
