Environmental activist questions water meter installs

Have water meters in Grand Forks been installed illegally under the city’s universal water meter program?

Local environmental activist Donald Pharand says they were.

Pharand says city council repealed the bylaw in July and there has been nothing in place to allow water meter installs in Grand Forks since then.

But Grand Forks CAO Doug Allin says the bylaw was not repealed but slightly adjusted and the installs were done properly and within the law.
