Nelson city council has clarified its policy around hanging banners on Baker Street.
They will now only allow it for non-profit organizations and only if it’s promoting an event.
Councillor Anna Purcell says you can no longer use a banner just to make a statement.
As a result, a controversial banner that read “Respect human life from conception to natural death” would not be allowed.

An online petition calling on the city to take it down gathered 1,400 signatures.
But Purcell says anti-abortion groups could still advertise events.
Councillor Michael Dailly voted against the changes.
He’d rather that council make the call case-by-case.
