Meanwhile CUPE has been critical of city council for the delay in ratifying.
Council signed off on the deal nine days after the union did.
Some councillors were unavailable due to travel and the holidays and the mayor says they ratified on Wednesday which was their earliest opportunity to get council together.
The union says the delay left workers on the picket line for an extra week.
